Sump Pump or Backwater Valve? Two Different Basement Problems

Updated 2026-10 · Cincinnati, OH

Look at the water

Clear water that seeps up through the floor, along the cove where the floor meets the wall, or into a sump pit is groundwater. Grey or brown water with an odour, coming up the floor drain, a basement toilet or a laundry tub during heavy rain, is the sewer. Each has its own fix, and buying the wrong one is a common and expensive mistake.

What each device does

Sump pump

Sits in a pit that collects groundwater from footing drains or the soil under the floor and pumps it outside. It does nothing to stop sewer water entering the house through the drains.

Backwater valve

A one-way valve in the building sewer. When the public sewer surcharges, it closes and keeps sewage from coming back up. While it is closed, nothing in the house can drain, so during a storm you stop using water. It needs a permit, access for cleaning, and an occasional check.

Overhead sewer

Basement drainage goes to a sealed pit and is pumped up to a higher connection, so the basement is no longer the lowest opening on the line. More complete, more expensive, and it depends on power.

Cincinnati houses that need both

A west-side hillside house can take groundwater through the walls in spring and sewer water up the floor drain in a summer cloudburst. A finished basement in Hyde Park or College Hill can see either. If both happen, both problems need solving, and the sewer side is the one with a public program behind it.

Not sure which water you are dealing with? Call and a local plumbing company can look at the pit, the drain and the line.

Check MSD before buying a valve

If MSD has confirmed two or more public-sewer backups at your property in five years from inadequate capacity, its Prevention Program may install a backflow device or pump system at no cost, after its own investigation and with a covenant recorded on the deed. That route takes six months to a year. If it is not available to you, a privately installed backwater valve or overhead sewer is the usual answer, with a plumbing permit.

Where to go next

Common questions

Can a sump pump discharge into my floor drain?

It should not. The floor drain goes to the sewer, and adding groundwater to the sewer makes storm backups worse. Sump water belongs outside or in a storm drain.

Does a backwater valve need maintenance?

Yes. Debris can stop the flap closing properly. Check and clean it as the maker recommends, and after any backup.

Will a backwater valve stop all basement water?

Only water coming back through the sewer. Groundwater through walls or floors needs drainage and a sump.

Do I need a permit for either?

A backwater valve or overhead sewer is a building sewer change and needs a plumbing permit. A like-for-like sump replacement usually does not, but rules vary, so ask.
