Plumbing Permits in Cincinnati and the Rest of Hamilton County

Which side of the line are you on

Hamilton County has two plumbing permit systems. Inside the City of Cincinnati, the Department of Buildings & Inspections issues plumbing permits and its Plumbing Section inspects the work. Everywhere else in the county, including Norwood, Cheviot and the townships, Hamilton County Public Health's plumbing division issues permits and inspects. A street can be in one and the house across it in the other, so confirm your address before assuming.

Inside the city

The city requires a separate plumbing permit for plumbing work, whether it sits alongside a building permit or stands alone, and that includes replacing or relocating built-in fixtures and appliances. The Plumbing Section's inspection covers replacements, repairs and alterations, and also private storm drains and building sewers. A sewer repair inside the city should be inspected before it is backfilled.

Elsewhere in Hamilton County

To get a permit from Hamilton County Public Health, a plumbing contractor must hold a current Ohio Construction Industry Licensing Board licence and be registered and bonded with Hamilton County Public Health, with proof of liability insurance.

A homeowner permit is possible outside the city, but narrowly: you must own and live in the single-family house, intend to live there for at least a year after the work, do the work yourself, and submit a notarised affidavit, with drawings approved before the permit is issued. Inside the City of Cincinnati, the county's homeowner permit does not apply.

The licence, and how to check it

Ohio's plumbing contractor licence comes from the Ohio Construction Industry Licensing Board, part of the Ohio Department of Commerce. The state licence is written for commercial work; Ohio leaves most residential contractor rules to local jurisdictions, which is why the county registration matters. You can look up any OCILB licence in the state's eLicense Center at elicense4.com.ohio.gov. The state also recommends asking your local building department whether the contractor is licensed or registered to work in your area.

The plumbing company that takes your job should hold the licence and the local registration, and pull the permit. This site is an advertising and referral service, not a plumbing contractor. It holds no plumbing licence and does no plumbing work, and nothing here is a permit determination for your property; check with the city or the health department where it matters.

Jobs that usually need a permit

  • Replacing a water heater or other built-in appliance (inside the city)
  • Repairing or replacing a building sewer
  • Installing a backwater valve or ejector pump
  • Adding or moving fixtures, or a basement bathroom
  • Replacing supply or drain piping beyond a simple repair

Why it is worth the trouble

An inspected sewer repair or water heater install has had a second pair of eyes on venting, slope, connections and backflow protection. Unpermitted work can surface at sale, and some insurers ask whether work was permitted after a claim.
